The purpose of copyright is to provide incentives for creativity in exchange for a time limited government provided monopoly. When drafting the federal copyright law, Congress explicitly prohibited the federal government as well as employees of the federal government from having the authority to create a copyright in government created works. However, the federal law is silent on state government power to create, hold, and enforce copyrights. This has resulted in a patchwork of varying levels of state copyright laws across all fifty states. Copyright infringement takes place when an individual aside from the copyright holder copies or reproduces the expressions of a piece. This simply means information or ideas aren't protected, but protection is on the expression of the thought. Copyright infringement also can occur when an individual doesn't exactly reproduce the work, but the expressed work is substantially almost like already illegally copied work. Copyright Infringement also occurs when an individual makes use of any of the rights granted to a copyright owner without express consent of the owner.
