Eccentric is someone or something that does not behave in a normal manner or behaves in an unconventional manner. A person who is eccentric deviates from a conventional recognized. Eccentric is someone or something that does not behave in a normal manner or behaves in an unconventional manner.  A journal is a periodical publication intended to further progress of science, normally by reporting present research. Most journals are highly specialized, although some of the oldest journals publish scientific papers, short communications, articles, reviews, editorials,  letters across a wide range of scientific fields. Journals hold articles that peer reviewed, in an attempt to ensure that articles meet the journal's standards of quality, and scientific validity. Each such journal article becomes segment part of the permanent scientific record.
