Abstract :

Before discussing the current system for the protection of human subjects in research, it is important to review some of the significant historical events that have influenced current ethical guidelines and regulations. How did we arrive at this point? Why so much importance to History? Human nature being what it is�?¢�?�?�?¦ �?¢�?�?�?�?The 3 R�?¢�?�?�?�?s�?¢�?�?�?: Rationalization, Reaction, Regulation History places ethics in perspective �?¢�?�?�?�?Those who fail to study history are condemned to repeat it�?¢�?�?�? In history so many tragedies occurred due to non regulation of Human trials by Ethics such as Sulfanilamide tragedy-1938, World war Nazi Exp �?¢�?�?�?�? 1939-1945, Cold War Radiation Exp �?¢�?�?�?�? 1944-74, Willowbrook Hepatitis Study-1963, Tuskegee study-1932-1972, Thalidomide disaster-1961, Willowbrook Hepatitis Experiments, 1963, Tuskegee Tragedy (1932-1972). Due to such type of incidences Ethical regulations has come i.e Nuremberg Code - 1946, Declaration of Helsinki-1964, US National Research Act- 1974, The Belmont Report, CIOMS Guidelines, Forum for Ethical Review Committee in Asia Pacific. In India ICMR guidelines, DCGI Guidelines and Schedule - Y regulates the ethical experiments. This paper is all about the history and Current ethical scenario governing human trials in India and all over the world.
