I was born in Galati, Romania, in 1960. I received the engineering degree (equivalent to master of science) from the "Politehnica" University, Faculty of Electronics and Telecommunications, Bucharest, Romania, in 1984. In 1999, I received the Ph.D. degree from the "Dunarea de Jos" University in Galati, Romania, with a thesis on evolutionary algorithms applied on reconfigurable digital circuits. I worked for two years as a Hardware Engineer in the Shipyard in Galati, and then I spent four years as a Scientific Researcher at the Research and Design Institute for Shipbuilding in Galati. Since 1990, I am with the "Dunarea de Jos" University in Galati. I am currently an Associate Professor at the Department of Electronics and Telecommunications. I am author and coauthor of 5 books, 2 book chapters, 2 edited books and more than 50 journal and conference papers. My research interests include computational intelligence, evolvable hardware, digital signal processing, medical electronics, complexity and optimization techniques. I was the chancellor of the faculty and the editor of our journal "The Annals of “Dunarea de Jos” University of Galati, fascicle III – ISSN 1221-454X", between 2005 and 2008. In the last five years I was a committee member or only a reviewer for more than 30 journals and International Conferences all over the world.
