  The absence of a comprehensive water resource development strategy for the Eastern Nile region poses a significant obstacle to the negotiation of an agreement regarding the Grand Ethiopian Renaissance Dam among the riparian states. This research delves into potential strategies for a holistic, multi-sector investment plan across the basin, aimed at fostering sustainable water resource development and management. The methodology employed involves conducting a basin-level analysis that takes into account the relative strengths and advantages of the various Eastern Nile sub-basins.
