Dr. Hartman is Professor of Education in the College of Education at Pennsylvania State University and a co-founder and the Executive Director of the Center for Total Quality Schools at Penn State. At Penn State he teaches courses in Public School Finance, School District Budgeting, Financial Modeling and Data Analysis, and Decision Making. He is a recipient of the Graduate Faculty Teaching Award for the University for 1999. Prior to coming to Penn State in 1986, he was on the faculty at the University of Oregon and Stanford University. He has served on the Board of Directors of the American Education Finance Association. He was a Visiting Fellow in Education at the University of Sussex in 1994 and a Visiting Scholar at Cambridge University in 2003. He is the Acting Chair of the National Education Finance Conference.
