E-Government readiness: The current status of the Arab countries

Abstract :

Over the past two decades, an increasing number of governments around the world invested large amount of public money in building the ICT infrastructure required to deliver government services online. The Middle East region is not an exception to this where a number of countries in the region (such as UAE, Saudi Arabia, Bahrain and Qatar) committed a large sum of public money to build the infrastructure needed to transform their economies into digital economies. Also, a number of these countries recently developed ambitious digital strategies to make the transformation possible in order to place themself among the top e-government ranked countries in the world. This presentation provides a review of the top seven leading Arab countries digital strategies focusing on the key that enables digitalization plans envisaged to convert traditional government services to the online world. In addition, this presentation provides insights into the current e-government readiness of the Arab States by reviewing the e-government readiness indicators data collected by the United Nations from 2008 to 2016. Also, the presentation compares and contrasts the current e-government readiness status among the Arab countries and how the Arab region measures against other world regions.

Biography :

Eltahir F Kabbar completed his PhD in Information Systems at Curtin University, Perth, Australia. He teaches Information Technology subject at Higher Colleges of Technology (HCT), Abu Dhabi, United Arab Emirates. Prior to joining HCT, he was a Faculty Member in Department of Information Systems at Massey University, Wellington, New Zealand.
